T. Jeffrey Salb

Jeff  started his law practice with our predecessor Law Firm of Breeden, Howard and MacMillan in 1976 and has 32 years of experience in civil litigation.  He practices in Federal and State Courts throughout Virginia, including the Virginia Supreme Court and the 4th Circuit Court of Appeals.  He has represented municipalities against claims involving a variety of civil rights claims, RLUIPA (Religious Land Use and Institutionalized Persons Act), employment, personal injury, toxic torts, zoning issues and other areas.  He recently defended a municipality against Title VII claims brought by the Department of Justice claiming discriminatory hiring practices in the use of standardized tests for entry-level police officers; and has acted as a consultant to another municipality on related claims brought by the Department of Justice.  His practice also includes insurance defense involving commercial, personal injury, products liability, premises liability, and coverage issues.  Jeff has received an "AV" Peer Review Rating for Ethical Standards and Legal Ability by Martindale-Hubbell and has been chosen by his peers to be included in the well known peer-reviewed publications, Best Lawyers in America and Virginia SuperLawyers.


For about 30 years Jeff has volunteered his time and legal expertise to Norfolk Festevents, Ltd. and its predecessor, Harborfest, Inc. by serving as its counsel on a pro-bono basis.  He was intimately involved in the initial years with Harborfest and subsequently with the formation and management of Norfolk Festevents, Ltd, and served as its President for two years. Norfolk Festevents, Ltd. is a private not-for-profit organization dedicated to producing premier concerts, festivals, Ship visits, including Tall-Ships, and special events and city celebrations for residents and guests of Hampton Roads.  He continues to contribute to the community by assisting this great, non-profit enterprise with contract review, risk management and insurance consultation and continues to serve on its Board of Directors.  Jeff also serves on the Board of Directors of the Hunter Foundation which operates and manages the Hunter Victorian Museum and the Hunter Home for retired gentlemen, both in Downtown Norfolk; and volunteers as a Judge for the Moot Court Competitions at Regent University Law School.  He has two daughters, Meagan Samuel who lives in Alexandria, Va. with her husband, JB, and Jeff’s wonderful Granddaughter, Audrey; and Whitney Hendrix who lives with her husband, Brandon, in Chesterfield, Va.  Jeff and his wife, Marianne, live in Chesapeake.


He and his wife, Marianne, have a small farm in Lexington, Virginia where he went to college (Washington & Lee Univ.); and regularly tries to “get away to the mountains” – often combining a visit there with the cases he handles in the Shenandoah Valley for various clients.
